WITHOUT A BUDGET
Passing the budget is the most important function of the
legislature, because, without passing it, Government cannot authorize withdrawal
from the treasury. In Kerala, the budget was not presented or debated.
The Governor has called the Chief Minister to discuss the
matter. He will send a report to the Central Government. If the governance cannot
be carried on, in accordance with the provisions of the Constitution, President
may dismiss the Government of Ooman Chandi
