INDIAN SCIENCE ESTABLISHMENT

Every year thousands of scientists are recruited by the Central Government, to replace those who retire; and also, to man new posts created for scientific research. A doctorate is a minimum qualification. Most young people migrate to foreign countries where conditions of work are more promising, both in terms of money and quality of research.
The number of institutions here is enormous. Many establishments continue to exist because there is no one to wind them up.
The National Physical Laboratory was established by Jawaharlal Nehru, with great hope. What has it achieved? What research is going on there?
Research projects must be transparent. As we are funding it with the tax collected, we have every right to see the progres and evaluate results.
Here the set up is bureaucratised, the top man deciding things and youngsters simply ignored, as, “the higher the salary, greater the wisdom” is the accepted principle. Almost all people heading the institutions, are on the verge of retirement, their brains fossilised, as soon as the cease their studies, because this vibrant organ called the brain has no function to perform. They are more concerned about marriage of their daughters, placement of their sons etc. Is there any scientist who thinks about unanswered questions in science?
The railways have become a mess, because of political interference; in the same way, a minister has been given the charge of the department of science. Young energetic men of proven ability to guide scientific research, must be made the independent head of the department of science, including atomic energy.
At present the Union Public Service Commission is recruiting scientists. How can they evaluate a scientist who must be a genius?
The system of confidential reports and all such bureaucratic controls should stop. There cannot be seniors and juniors in research; all should get the same grade pay.
Total number of staff may be kept low. By involving Universities, students can be drafted for data collection etc. After scientists get fossilized, they can be given teaching work.
I know my suggestions are revolutionary; yet some rethinking is called for, to make research worth while in India.
